West. <br /> <br />- '1. 1 <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held January 23, 1968. <br /> <br />r' <br />(" <br /> <br />i C <br /> <br />Pursuant to duly-advertised public notice, the Council and the Planning <br /> <br /><; 4:, <br /> <br />Commission conducted a public hearing on an application for a !lspecial-use" <br /> <br />permit involving the construction of an elevated water reservoir adjacent to <br /> <br />New York Avenue. Concluding this hearing, at which no one registered any <br /> <br />'0 <br /> <br />objection, the Planning Commission recommended that such permit be issued, <br />/I.,? Xl (: <br />with the understanding that the reservoir would be painted/the surroundings <br /> <br />would be landscaped so as to "blend" in as attractively as possible with the <br /> <br />'r <br /> <br />area. jf- (;~Jf.~e r:;t~,~Jjll rc~'" act5cn. cf CcJu"nc~i.J~- i,'--12. .~.r! <br /> <br />"t <br /> <br />or~ritt(: d h!:'~r .. <br /> <br />As indicated in its January 9th minutes, Council continued consideration of <br /> <br />the protest filed that date by the Retail Merchants Association in opposition <br /> <br />to the assessment imposed (effective January 1, 1968) on local civil actions <br /> <br />to finance the proposed law library for the local judiciary. In this <br /> <br />connection, Mr. Thomas O. Pugh, as Executive Vice President of the Retail <br /> <br />Merchants Association, appeared before Council and reiterated his association's <br /> <br />position on this matter; and Messrs. John D. Epperly and Jackson L. Kiser, <br /> <br />Attorneys at Law, spoke in behalf of the local Bar Association and its request <br /> <br />for a law library, estimating the initial cost of "stocking" such a library <br /> <br />to be between $12,000 and $13,000. After some discussion, Council agreed to <br /> <br />consider again this matter at its forthcoming February 27th meeting. <br />
