<br />20 <br />~.J <br /> <br />TUESDAY <br /> <br />FEBRUARY 13. 1968 <br /> <br />In response to both a written and verbal petition presented by Mrs. Bate Toms, <br /> <br />Jr., on behalf of a group of ladies in the area, in the interest of making <br /> <br />Martinsville more beautiful, Council concurred with Mayor Renick in proclaiming <br /> <br />the forthcoming Arbor Day (March 8th) as a day to plant and preserve our State <br /> <br />tree, the Dogwood. <br /> <br />Upon motion, duly seconded and unanimously carried, Council appointed Mr. <br /> <br />Roy E. Frith to membership on the City's Board of Zoning Appeals, for the <br /> <br />unexpired term (ending September 1, 1968) of the late O. Thomas MOrgan, to <br /> <br />whose family Council expressed sorrow and sympathy in his passing and <br /> <br />appreciation of his contribution to the City as a illeTIber of the Zoning Board. <br /> <br />Dr. Charles J. Mathes, Director of the local Health Department, presented a <br /> <br />refund check in the amount of $54.99, representing a return by the Commonwealth <br /> <br />of Virginia of the City's share of unused funds allocated to the Home Health <br /> <br />Service program for 1966-67. Dr. Mathes then announced that the Department's <br /> <br />proposed Dental Health Program is ready to be activated, for which necessary <br /> <br />equipment has been installed, with Dr. G. N. Emerson (of Fieldale, Virginia) <br /> <br />in charge of this service, and for which the City's share would be $1,273.83 <br /> <br />for the period March 1, 1968 to June 30, 1968. Upon motion, duly seconded and <br /> <br />unanimously carried, Council subscribed to this cost share. <br /> <br />Pursuant to request of Mr. Walter H. Hagood, Promotions Committee Chairman of <br /> <br />the Retail Merchants Association, Council authorized "Free Customer-Parking" <br /> <br />,- <br /> <br />at the City's parking meters (excluding 12-minute meters) on the forthcoming <br /> <br />February 22nd in conjunction with a "George Washington Birthday" sales project <br /> <br />sponsored by the merchants, this being similar to like observances and <br /> <br />authorizations for the past several years. <br />
