" ;) <br />,{)( <br /> <br />TUESDAY <br /> <br />FEBRUARY 13. 1968 <br /> <br />Council was informed that City Manager Noland (who was absent from this <br /> <br />meeting because of illness) has received preliminary application forms from <br /> <br />the Virginia Commission on Outdoor Recreation to be filed in the near future <br /> <br />with the hope that the City will then be authorized to make a detailed <br /> <br />application to obtain matching funds for the purchase of property for local <br /> <br />recreational development and usage. One tract in which the City is interested <br /> <br />for this purpose is property owned by Mrs. Phillip E. Sprinkle and her family <br /> <br />who, to this point, have suggested leasing to the City for development; however, <br /> <br />Recreation Director Herbert O. Hughes and Public Works Director George W. Brown <br /> <br />expressed the conviction that the City should own any property it develops. <br /> <br />It was indicated that one of Mrs. Sprinkle's sons, Dr. Phillip Sprinkle, <br /> <br />would be in ~rtinsville on or about March 1st at which time discussions might <br /> <br />be entered into with the Sprinkle family toward the possibility of the City <br /> <br />acquiring their property, located south of Ranson Road and southeast of <br /> <br />Memorial Boulevard South, for recreational development. Mr. T. J. Childress, <br /> <br />Jr., Vice-Chairman of the Planning Commission, reported the Commission's <br /> <br />feeling that the recently-prepared study report on local recreational needs <br /> <br />and development will be of interest to the Commission, particularly in the <br /> <br />interest of coordinating the Commission's role in the planning and zoning of <br /> <br />the City. Mr. Robert N. Crockett, of Mountain Road, appeared before Council <br /> <br />and expressed the opinion that the City should not have to obtain outside or <br /> <br />professional consultants to determine the recreational needs of the City; <br /> <br />instead, the citizens of Martinsville are competent and capable of determining <br /> <br />such needs. <br /> <br />Public Works Director George W. Brown presented the State Highway Department's <br /> <br />plans for the construction of the proposed Route 57 By-Pass Project, <br />
