<br />') r;, <br />.... 0' <br /> <br />TUESDAY <br /> <br />JANUARY 9. 1968 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with }~yor F. T. Renick, M.D., presiding, was held Tuesday, January <br /> <br />9, 1968, beginning at 7:30 P.M., in the Council Chamber, City Hall, all <br /> <br />members being present with the exception of Councilman W. Donald Hartford <br /> <br />(who was confined at home because of illness), viz., Dr. F. T. Renick, Mayor; <br />.'. <br /> <br />E. E. Stone, Vice-Mayor; Harry L. Boaz; and Francis T. West. <br /> <br />After the invocation, Council deferred to its next regular meeting the reading <br /> <br />of minutes of its regular meeting held December 26, 1967, because of the <br /> <br />absence of its Clerk. City Manager Thomas B. Noland served as Acting Clerk. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on the following proposed City Charter amendments: <br /> <br />( "1) add to Section 2, of Chapter 1, of said Charter, the permissive <br />power to establish a "Parking Authority"; and <br /> <br />(2) amend Section 6, of Chapter 2, of said Charter, to permit the <br />City Council to establish the compensation each member shall <br />receive for each regular or special meeting he attends, not to <br />exceed eighty dollars for each such meeting; provided, however, <br />that the annual compensation paid to any such member shall not <br />exceed twenty-four hundred dollars for his services as such. <br /> <br />In connection with !litem (1)" above, representatives of the Retail Merchants <br /> <br />Association appeared before Council and expressed endorsement thereof, following <br /> <br />which City Manager Noland and Traffic-Planning Engineer Irving R. McGhee <br /> <br />commented briefly thereon by way of explanation and endorsement. As to "item <br /> <br />(2)", one question.,--by way of clarification--was raised by a member of the <br /> <br />audience, followed by an explanation of the intent of the proposed change. <br /> <br />Then, UpOL motion--duly seconded and unanimously carried--Council directed <br /> <br />that the City's representatives to the 1968 Virginia General Assembly be <br /> <br />requested to introduce and support legislation whereby these two proposed <br /> <br />charter changes might be approved by the Virginia General Assembly. <br />
