<br />9i'J <br />~"Jki <br /> <br />TUESDAY <br /> <br />JANUARY 9. 1968 <br /> <br />In recognition of the retirement of Mr. A. T. Finney, on December 31, 1967, <br /> <br />as a member of the City's Police Department since February 15,1945, Mayor <br /> <br />Renick expressed appreciation on behalf of Council and the City. In <br /> <br />addition, Mr. Jackson L. Kiser, Attorney at Law and as a representative of <br /> <br />the local Bar Association, and Police Chief Bolejack commended Mr. Finney <br /> <br />for his fine record and service during his police career. <br /> <br />City Manager Noland informed Council that Police Sergeant F. Eugene Dalton <br /> <br />will soon be attending the FBI Academy by invitation of the FBI, noting that <br /> <br />this invitation represents a tribute to the City and its Police Department <br /> <br />and to Sergeant Dalton. <br /> <br />With reference to City Manager Noland's memorandum dated January 2, 1968, <br /> <br />suggesting that "the governing bodies of the County and City consider setting <br /> <br />in motion an investigation as to the feasibility of a single Welfare Department <br /> <br />to serve the area without regard to City boundary lines", Council unanimously <br /> <br />directed that appropriate Henry County officials be notified of the City's <br /> <br />willingness and eagerness to proceed with such a study if the County of Henry <br /> <br />is so inclined. <br /> <br />Under date of January 6, 1968, the local Retail Merchants Association filed <br /> <br />the following letter protesting the ordinance adopted by Council on December <br /> <br />26, 1967, levying an assessment of $1.00 on each civil actionftled in the <br /> <br />local courts to provide funds for a law library: <br /> <br />In your regular meeting on December 26, 1967, Council of the City <br />of Martinsville passed an ordinance levying a $1.00 assessment on all <br />civil action instituted in the courts of the City of Martinsville. <br />Such monies thus assessed would be utilized to acquire law books and law <br />periodicals for a law library which is presumed will be maintained in <br />the new Municipal Building. <br />
