<br />The regular semi-monthly meeting of the Council of the City of Martinsville,
<br />
<br />Virginia, with Dr. Fred T. Renick, Mayor, presiding, was held (as postponed
<br />
<br />from January 24, 1967 because of lack of a quorum) Monday, January 30, 1967,
<br />
<br />in the CoUY,cil Chamber, City Hall, beginning at 7:30 P.M., with all members
<br />
<br />present (excepting Councilman Francis T. West, who was out of town), viz.,
<br />
<br />Mayor F. T. Renick, M.D.; Vice-Mayor E. E. Stone; Harry L. Boaz; and
<br />
<br />W. Donald Hartford.
<br />
<br />After the invocation, Council approved as recorded the minutes of its regular
<br />
<br />meeting held January 10, 1967.
<br />
<br />Chairman Henry C. Reed and other members of the Martinsville City School Board,
<br />
<br />along with School Superintefident John Richmond, appeared before Council and
<br />
<br />presented the following requests (in summary):
<br />
<br />1. For authorization to increase the School Budget in 1967-68 by
<br />$200,000.00 (net), over 1966-67, to provide funds to increase
<br />the teacher salary scale from its present range of $4,900.00-to-
<br />$7,000.00 per year to $5,500.00-to-$7,600.00 per year, with $600.00
<br />additional for a master's degree;

<br />2. For authorization, by resolution, to apply for a loan of $600,000.00
<br />from the State Literary Fund to provide funds, along with proceeds
<br />from the $3,000,000.00 School Bonds authorized, to complete the
<br />school construction program authorized; and
<br />
<br />3. For permission, by resolution, authorizing the School Board to
<br />participate in Federally-sponsored educational programs, when the
<br />School Board deems such participation would improve the quality of
<br />education in Martinsville and where no cash contribution is required
<br />of the School Board or the City of Martinsville.

<br />Upon motions, duly seconded and unanimously carried, Council granted said requests,
<br />
<br />the last two being by adoption of the following two resolutions:

<br />At a meeting of the Council for the City of Martinsville, Virginia,
<br />held in the said City on the thirtieth day of January, 1967:

<br />m1EREAS, the School Board for the City of Martinsville, Virginia, on
<br />the 30th day of January, 1967, presented to this Council, an application
<br />addressed to the State Board of Education of Virginia for the purpose
