<br />1" n ;' <br />:$ -{; I <br />li t )-r- <br /> <br />MONDAY <br /> <br />JANUARY JO, 1967 <br /> <br />of borrowing from the Literary Fund $600,000.00 for the new school <br />building (or for adding to or improving the present school <br />building) at Martinsville, Virginia, to be paid in 20 annual <br />installments, and the interest thereon at three per cent paid <br />annually. <br /> <br />RESOLVED, that the application of the City School Board to the <br />State Board of Education of Virginia for a loan of $600,000.00 <br />from the Literary Fund is hereby approved, and authority is <br />hereby granted the said City School Board to borrow the said <br />amount for the purpose set out in said application. <br /> <br />The Council of said City will each year during the life of this <br />loan, at the time they fix the regular levies, fix a rate of <br />levy for schools or make a cash appropriation sufficient for <br />operation expenses and to pay this loan in annual installments <br />and the interest thereon, as required by law regulating loans <br />from the Literary Fund. <br /> <br />I hereby certify that the foregoing is a true copy as taken from <br />the minutes of the Council of the City of Martinsville, Virginia. <br /> <br />WHEREAS, the School Board of the City of Martinsville, Virginia, <br />desires to participate and/or continue previously authorized <br />participation in Federally-sponsored educational programs, such <br />as !1Head-Start!1, "Manpower", !1Summer Reading", and any permitted <br />under Public Law 89-10, when so deemed by said School Board as <br />to improve the quality of education in Martinsville and where <br />the costs of such do not require a cash contribution by the City <br />of Martinsville or said School Board; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in meeting duly assembled this thirtieth day of January, 1967, that <br />the School Board of the City of Martinsville be and is hereby authorized <br />to conduct such Federally-sponsored educational programs, stich as <br />hereinabove identified, through the facilities of the Martinsville <br />Public School System, as the School Board may select, when--in the <br />Board's judgment--the quality of education in Martinsville would <br />be improved thereby and the costs of which do not require a cash <br />contribution by the City of Martinsville and/or the Martinsville <br />City School Board. <br /> <br />In receiving from Mr. Herbert O. Hughes, Director, an annual report (for 1966-67) <br /> <br />covering the activities and needs of the Recreation Department, Council commended <br /> <br />Mr. Hughes for his accomplishments since becoming Recreation Director. <br />
