<br />6 <br /> <br />TUESDAY <br /> <br />MAY 31, 1966 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />.-"..-- <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, May 31, <br /> <br />1966, beginning at 7:30 P.M., in the Council Chamber, City Hall, all members <br /> <br />being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, the purposes of this meeting were stated, i.e., to <br /> <br />conduct public hearings on rezoning and/or special-use permit applications <br /> <br />as duly-advertised by order of Council dated May 10, 1966, as hereinafter <br /> <br />covered by these minutes and as set forth in supplemental notice of this <br /> <br />special meeting. <br /> <br />Accordingly, Council conducted the duly-advertised public hearings on the <br /> <br />following petitions: <br /> <br />(1) Special-use permit application filed March 29, 1966, by <br />Mr. R. T. Hamre, Jr. (ltr. Robert E. Saville, Agent), for <br />proposed Stratford Square Apartment complex project on the <br />north side of East Church Street Extended, opposite the <br />Patrick Henry Elementary School and the First Presbyterian <br />Church; <br /> <br />(2) Rezoning petitioL (from "R_611 to "Commercial") submitted <br />April 26, 1966 on behalf of S. Kolodny Estate, involving <br />properties on the south side of South Moss street between <br />West Church Street and Gravely Street; and <br /> <br />(3) Special-use permit application filed May 10, 1966, by <br />Mr. Leonard W. Hurrell, of Martinsville Dental Laboratory, <br />requesting "dental-officel1 occupancy at 14 South Moss <br />Street. <br /> <br />In each of these three matters, it was noted that no one appeared in opposition <br /> <br />to the proposals. Upon separate motions in each instance, duly seconded, Council <br /> <br />unanimously voted to: <br /> <br />(1) issue the requested special-use permit for the Stratford <br />Square Apartment complex, subject to the condition--as <br />recommended by the Planning Commission--that the developer <br />build and maintain an access for all apartment units to <br />Madison street, concurrent with the construction of <br />l1phase oneil of the project; <br />
