40 TUESDAY APRIL 12, 1966 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, April 12, 1966, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members of Council being present, viz., Mayor J. Frank Wilson; Dr. F. T. Renick, Vice-Mayor; Harry L. Boaz; Thomas J. Burch; and E. E. Stone. After the invocation, Council approved as recorded the minutes of its regular meeting held March 22, 1966, and of its special meetings held March 24, 1966, and March 29, 1966. After reviewing bids received March 3, 1966, for the construction of the proposed Smith River Sewer Interceptor Tunnel phase of the current sewerage systems improvement program, Council authorized City Manager Noland to award the contract to James McHugh Construction Company, being the lowest bidder, in the amount of $293,948.00, if--by April 19, 1966--it is determined that an alternate arrangement being discussed with the State Highway Department and the E. I. du Pont de Nemours & Co., Inc., is not forthcoming, i.e., constructing the sewer line along a proposed roadway instead of through a tunnel. Council continued to its next regular meeting, to afford an opportunity for interested persons to discuss with Council, a proposal to increase the present limitation of 3.5 h.p. to 3.9 h.p. on outboard gasoline motors (for motorboats) at the City's water impounding reservoir. A petition, requesting the rezoning from "R-6 Residential" to "C-3 Commercial" of a lot identified as IILot No.2" and located b;tween 'Summit, Askin, and South Askin Streets, was held in abeyance at request of petitioner(s).
