<br />1 <br /> <br />TUESDAY <br /> <br />JANUARY 11,1966 <br /> <br />"" <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, January 11, <br /> <br />1966, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />of Council being present, viz., Mayor J. Frank Wilson; Vice-Mayor F. T. Renick; <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held December 28, 1965. <br /> <br />This meeting being the first meeting of Council since Mr. Thomas B. Noland took <br /> <br /> <br />office as City Manager (as of January 1, 1966), Council--on behalf of itself as <br /> <br /> <br />well as of the citizens--extended a cordial welcome to Mr. Noland and his family, <br /> <br /> <br />both in association with the City's government and as new residents of <br /> <br />Martinsville. <br /> <br />Pursuant to Council's December 28th (1965) request, the local Health Department <br /> <br />reported that it has investigated health and sanitation conditions at certain <br /> <br />property on Virginia Street, owned by Mr. John Jacob Astor Saunders, reporting <br /> <br />further that these conditions are such as to encourage rodent harborage and <br /> <br />the like. Mr. Saunders, being present, described his efforts to improve the <br /> <br />property in question by "fill method" but has met with little success because <br /> <br />of drainage problems allegedly arising from surface water overflowing from the <br /> <br />opposite side of the street. Mr. Saunders indicated, however, that he would <br /> <br /> <br />complete the project within thirty days--pending opening by the City of a <br /> <br /> <br />drainage ditch acroSs the street--and, thus, correct the conditions complained <br /> <br /> <br />about by neighbors. <br />
