<br />~-G <br />/ , <br /> <br />TUESDAY <br /> <br />AUGUST 8, 1972 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, August <br /> <br />8, 1972, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members--with the exception of Vice-Mayor Francis T. West, who was out of <br /> <br />the City--being present, viz., Mayor F. T. Renick, M.D.; Harry L. Boaz; <br /> <br />W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held July 25, 1972. <br /> <br />Pursuant to duly-advertised public notice, Council and the Planning Commission <br /> <br />jointly conducted a public hearing on a proposed Land Use Plan as developed by <br /> <br />the West Piedmont Planning District Commission. Mr. Dale Holland, of the <br /> <br />District Commission, reviewed with Council and the Planning Commission the <br /> <br />goals of said proposed Land Use Plan, the procedures for updating, and its <br /> <br />role and the District Commission's role in processing of applications for <br /> <br />Federal grants for construction projects, meanwhile assuring the Council and <br /> <br />the Planning Commission adoption of the plan will in no way bring about a <br /> <br />usurpation of the powers of the local governing bodies. Upon recommendation <br /> <br />(by a majority vote) of the City's Planning Commission, and there being no <br /> <br />objections registered by any citizens, Council unanimously adopted said Land <br /> <br />Use Plan. <br /> <br />From its regular meeting held July 25, 1972, Council continued and resumed <br /> <br />consideration of the proposed establishment of an area Mental Health & Mental <br /> <br />Retardation Services Program and the naming of members-representatives from <br /> <br />the City to a governing board. After receiving an explanation of such program <br /> <br />from Mr. Donald L. Richardson, supported by the West Piedmont Planning District <br /> <br />Commission, by the Martinsville-Henry County Medical Society, and by various <br />
