<br />'po <br />dj <br /> <br />TUESDAY <br /> <br />AUGUST 8, 1972 <br /> <br />,.,..-.... <br /> <br />individuals and organizations involved in various aspects of such work, Council <br /> <br />unanimously adopted the following resolution which--with other local governments <br /> <br />involved--would establish such governing board and, in conjunction therewith, <br /> <br />unanimously appointed Mrs. Frances H. Monday (Attorney at Law) and Mr. James E. <br /> <br />Price (Psychologist with the City School System) as the City's members on said <br /> <br />board: <br /> <br />..- <br /> <br />WHEREAS, Chapter 10 (Community Mental Health and Mental Retardation <br />Services) of Title 37.1 (Institutions for the Mentally Ill; Mental Health <br />Generally) of the CODE OF VIRGINlA, 1950, and as amended, provides for <br />the establishment of a community mental health and mental retardation <br />services program; and <br />WHEREAS, Section 37.1-195 of said CODE OF VIRGINIA requires the <br />establishment of a Community Mental Health and Mental Retardation Services <br />Board when a community mental health and mental retardation program is <br />established; and <br />WHEREAS, it is the desire of the Council of the City of Martinsville, <br />Virginia, to establish such a program and Board, with the intent of <br />implementing the provisions of the aforesaid Chapter 10 of Title 37.1 of <br />said CODE OF VIRGINIA (1950, and as amended); now, therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in conjunction with the local governments of the counties of Franklin, <br />Henry and Patrick, that there be and is hereby established a community <br />mental health and mental retardation services board to be known as the <br />Piedmont Regional Community Mental Health & Mental Retardation Services <br />Board of the City of Martinsville and (of) the counties of Franklin, <br />Henry and Patrick, to be composed of twelve members who shall be appointed <br />by the Chairmen of the Boards of Supervisors (of said counties) and the <br />Mayor of the City of Martinsville in the following manner. <br />Initially, twelve members shall be appointed -- five from Henry County; <br />three from Franklin County; two from Patrick County; and two from the City <br />of Martinsville -- four of such members to serve for a period of three years <br />from October 1, 1972; four for a period of two years from October 1, 1972; <br />and four for a period of one year from October 1, 1972. Thereafter, the <br />term of each member shall be for three years from October 1st of the year <br />appointed, except that any vacancy shall be filled for the remainder of an <br />unexpired term. <br /> <br />Following a subsequent Executive Session to consider nominees and appointees to <br /> <br />the Regional Library Board, Council reconvened into regular session and unanimously <br /> <br />appointed Mrs. M. O. Johnson, Mrs. R. Denby Lewis, Mr. Clarence P. Kearfott, and <br /> <br />Mr. N. Stewart Miller to membership on said Board. Council indicated that it will <br /> <br />name its fifth member in the immediate future. <br />
