<br />., (" ') <br />'5:...() <br /> <br />TUESDAY <br /> <br />APRIL 11, 1972 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, April <br /> <br />II, 1972, in the Corporation Courtroom, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., Mayor F. T. Renick, M.D.; Francis T. West, <br /> <br />Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held March 28, 1972. <br /> <br />Pursuant to duly-advertised notice, Council conducted a public hearing on <br /> <br />an Application for a Special-Use Permit, as filed by Fralin & Waldron, Inc., <br /> <br />on December 14, 1971, to allow construction of an apartment house complex off <br /> <br />Clearview Drive, in North Martinsville, and on which the Planning Commission <br /> <br />recommended denial at Council's March 14th meeting. Appearing on behalf of <br /> <br />petitioner was Mr. Jackson L. Kiser, Attorney at Law, who--with Mr. Fralin-- <br /> <br />explained intention of developer to construct twelve buildings consisting of <br /> <br />twelve apartment units each of one-to-three bedroom in size and renting from <br /> <br />$114.00 per month to $175.00 per month, to be rented under the "interest <br /> <br />supplement" program of the Federal Government with interest payment <br /> <br />differentials to be paid by the Federal Government to the lending institution(s), <br /> <br />with such differentials determined by the income and number of children of <br /> <br />tenant(s). Mr. Kiser pointed out to Council that, in a prior public hearing <br /> <br />conducted by the Planning Commission, the major points at issue involved <br /> <br />public need, Federal subsidy, and traffic problems. In addition, Mr. Kiser <br /> <br />presented letters and documents as evidence of a need for additional housing <br /> <br />within and without the City as well as the results of a traffic survey within <br /> <br />the area of the proposed apartment complex and the anticipated slight increase <br />
