<br />3') <br />t .... <br /> <br />TUESDAY <br /> <br />APRIL 11, 1972 <br /> <br />--- <br /> <br />in traffic flow which might be generated by the apartment complex, plus the <br /> <br />estimate of seventy-nine school-age children which might be added to the <br /> <br />school population. Council then recognized Mr. Stephen D. Martin, Jr., Attorney <br /> <br />at Law, who represented the more-than four hundred citizens of the area, many <br /> <br />of whom were present, who have registered opposition to the proposed apartment <br /> <br />complex. The opinions of the several citizens who spoke on behalf of the <br /> <br />opponents indicated that such a complex would depreciate the value of surrounding <br /> <br />property and jeopardize the investments therein and would create additional <br /> <br />traffic hazards and congestion, especially in view of the fact that the area <br /> <br />streets have no sidewalks for children to walk on to and from Clearview Elementary <br /> <br />School. Attorney Martin then, in summary, stated that--in addition to the <br /> <br />anticipated property depreciation and the endangering of public safety--no <br /> <br />evidence has been presented by anyone that there is any need for the type of <br /> <br />housing proposed by petitioner or that the area location is needed for such <br /> <br />housing. After some discussion and comments by individual members of Council, <br /> <br />a motion was introduced, duly seconded, and unanimously passed, to accept the <br /> <br />Planning Commission's aforesaid recommendation and, accordingly, petition for <br /> <br />Special-Use Permit was denied. <br /> <br />Council unanimously accepted City Manager Noland's report and recommendation <br /> <br />pertaining to traffic congestion and control at the intersection of Liberty <br /> <br />Street with Stultz Road and Clearview Drive, viz., that--in view of the cost <br /> <br />of providing new signal equipment and the availability (or delivery) thereof, <br /> <br />coupled with the unknown effect the new Route 57 project (now under <br /> <br />construction) will have on the traffic at this intersection--any changes, <br /> <br />other than installing a directional sign, be postponed. <br />
