<br />3IB <br /> <br />TUESDAY <br /> <br />MARCH 14, 1972 <br /> <br />The regular semi-monthly meeting of the Cbuncil of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, March 14, <br /> <br />1972, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members-- <br /> <br />with the exception of Councilman W. Donald Hartford, who was away from the City-- <br /> <br />being present, viz., Mayor F. T. Renick, M.D.; Francis T. West, Vice Mayor; <br /> <br />Harry L. Boaz; and William D. Hobson.. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held February 22, 1972. <br /> <br />Under date of March 10, 1972, the Planning Commission reported that, having <br />filed <br />conducted a duly-advertised public hearing on an application/with Council on <br /> <br />December 14, 1971, by Fralin & Waldren, Inc., requesting a special-use permit to <br /> <br />allow construction of an apartment complex off Clearview Drive, it now recommends <br /> <br />denial of petitioner's request because of (1) the massive opposition from area <br /> <br />residents thereto and (2) there is insufficient available documentation of need <br /> <br />for the proposed development. At the request of Mr. Jackson L. Kiser, Attorney <br /> <br />at Law and Counsel for applicant, and with the concurrence of Mr. Stephen D. <br /> <br />Martin, Jr., Attorney at Law and Counsel for opponents, Council called for a <br /> <br />duly-advertised public hearing on this application to be conducted at Council's <br /> <br />forthcoming April 11th meeting, which will be held in the Corporation Courtroom <br /> <br />in City Hall. <br /> <br />From its February 22nd meeting, Council continued consideration of two resolutions <br /> <br />pertaining to the Brookdale Street reconstruction project, after which <br /> <br />(consideration) Council unanimously adopted same, as follows: <br />
