<br />:30 <br /> <br />TUESDAY <br /> <br />FEBRUARY 8, 1972 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M. D., presiding, was held Tuesday, February 8, <br /> <br />1972, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., F. T. Renick, M.D., Mayor; Francis T. West, Vice Mayor; Harry L. <br /> <br />Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />.- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held January 25, 1972. <br /> <br />Continuing from its meeting held January 25, 1972, Council gave further consideration <br /> <br />to the proposal submitted by the West Piedmont Planning District Commission, viz., <br /> <br />that the City of Martinsville and all other member-jurisdictions within the Planning <br /> <br />District enter into an agreement establishing under specified rules and conditions <br /> <br />a Law Enforcement Manpower Pool to serve as a mutual assistance pact under emergency <br /> <br />conditions. Upon motion, duly seconded and unanimously carried, Council agreed to enter <br /> <br />into said agreement, with authorization given the appropriate City official to execute <br /> <br />same on behalf of the City. <br /> <br />Through Public Works Director George W. Brown, Council received a status report <br /> <br />concerning requirements, plans, and procedures necessary to provide secondary <br /> <br />treatment of wastes at the City's disposal plant, noting that: <br /> <br />(1) Report required by Water Control Board and due by February 1, 1972, <br /> <br />was so filed, in order to qualify for Federal funds and/or to make <br /> <br />improvements to facilities; <br /> <br />(2) Formal application for Federal funds, with Council's authorization <br /> <br />for City Manager Thomas B. Noland to file such application by the end <br /> <br />of the week; <br />
