<br />')f"'r <br />-, <br /> <br />TUESDAY <br /> <br />NOVEMBER 9, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, November <br /> <br />9, 1971, in the iliuncil Chamber, City Hall, beginning at 7:30 P.M., with all <br /> <br />members--with the exception of Vice-Mayor West, who~s out of the City--being <br /> <br />present, viz., Mayor F. T. Renick, M.D.; Harry L. Boaz; W. Donald Hartford; and <br /> <br />William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held October 26, 1971. <br /> <br />By memorandum dated October 29, 1971, from Col. Walter E. Mather, Executive <br /> <br />Director of the West Piedmont Planning District Commission, attention of all <br /> <br />governing bodies within the District was called to the Commission's recent <br /> <br />action whereby--subject to the approval of a majority of the member govern- <br /> <br />mental jurisdictions--the Commission proposes to amend Article III, Section 2, <br /> <br />of the Commission's Charter to read as follows: <br /> <br />Each member of the COMMISSION shall have one equal vote in all matters <br />before the COMMISSION. However, on any vote before the Board, a member <br />may request a population-weighted vote. In such a case, each juris- <br />diction is allocated one vote per 5,000 in population, or major fraction <br />thereof, the votes to be cast by the members designated for that purpose <br />by the jurisdiction. When voting by this procedure, a two-thirds <br />majority is necessary to carry the issue. <br /> <br />Council deferred action on this matter until such time as the full membership <br /> <br />of Council is present and Council's two-member representatives (Messrs. Hobson <br /> <br />and West) to the Commission might present their advice and opinions thereon. <br /> <br />Council received--and referred to Traffic-Planning Director Irving R. McGhee <br /> <br />for study and report back to Council--a suggestion offered by Mr. A. L. <br /> <br />Aydlett, Jr., Executive Vice President of the Martinsville-Henry County Chamber <br />
