<br />, (' ') <br />, )-- <br /> <br />TUESDAY <br /> <br />SEPTEMBER 28, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br /> <br />September 28, 1971, in the Council Chamber, City Hall, beginning at 7:30 <br /> <br />P.M., all members being present, viz., F. T. Renick, M.D., Mayor; Francis <br /> <br />T. West, Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. <br /> <br />Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held September 2l, 1971. <br /> <br />Pursuant to duly-advertised public Notice, Council conducted a Public <br /> <br />Hearing on a petition--filed June 8, 1971 by Mrs. Beulah W. Covington and <br /> <br />Mrs. Nannie J. Draper, with subsequent amendment thereto--requesting the <br /> <br />closing and vacating of that unopened portion of Douglas Street as lies <br /> <br />between Whittle Street and property owned by the Martinsville Coca-Cola <br /> <br />Bottling Company, and requesting the rezoning of Lots Nos. 8, 9, 10 and <br /> <br />II from "R-6 Residential" to "C-3 Commercial". During this hearing, Council <br /> <br />reviewed the report (dated 8-12-71) of the Martinsville Planning Commission <br /> <br />with regard to said petition and then noted that no objections were registered <br /> <br />by anyone during said hearing; however, in the absence of the required written <br /> <br />report from a duly-constituted Board of Viewers, Council continued this <br /> <br />matter to such time as the report of the Viewers is received. <br /> <br />Supplementing his letter of September 7, 1971, Col. Walter E. Mather, <br /> <br />Executive Director of the West Piedmont Planning District Commission, <br /> <br />by letter dated September 27, 1971, informed Council and the other member- <br /> <br />governmental jurisdictions within said District, that by are-programming <br /> <br />of Commission funds Martinsville's share of the cost of preparing a regional <br />
