2fj TUESDAY SEPTEMBER 21, 1971 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, September 21, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., F. T. Renick, M.D., Mayor; Francis T. West, Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. After the invocation, Council approved as recorded the minutes of its regular .....,-.... meeting held August 24, 1971. Pursuant to duly-advertised public notice, Council conducted a public hearing on an application for a Special-Use Permit as filed by the First National Bank of Martinsville & Henry County (Trust Department, Mr. Frank D. Fulton, Vice President & Trust Officer) on behalf of Cornerstone Apartments, at the south- west corner of Starling and Church Streets. There being no objections registered by anyone, and in acceptance of the Planning Commission's recommendations dated August 20, 1971, Council approved said application and issued said Special-Use Permit, which Permit included the following set of conditions recommended by the Banning Commission: -- ZONING ORDINANCE REGULATICN S 1. The Following specific regulatiaE shall apply to this development: Require minimum yards for new building: Starling Avenue side 30.0 ft. Alley side (to 15 Cleveland Ave.) 25.0 ft. Woodson line 22.5 ft. Required minimum yards for parking area: Starling Avenue side 7.5 ft. Woodson line 7.5 ft Church Street side 25.0 ft. Number of apartment units (maximum including existing) 40 Number of parking spaces (minimum) 56 Access, a minimum of 12 ft. wide, shall be provided to Alley running from Starling Avenue to Cleveland Avenue. Screen planting, acceptable to present adjacent property owner, shall be provided along existing property line between the two properties.
