<br />2fj <br /> <br />TUESDAY <br /> <br />SEPTEMBER 21, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, September <br /> <br />21, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., F. T. Renick, M.D., Mayor; Francis T. West, Vice Mayor; <br /> <br />Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />.....,-.... <br /> <br />meeting held August 24, 1971. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on an application for a Special-Use Permit as filed by the First National Bank <br /> <br />of Martinsville & Henry County (Trust Department, Mr. Frank D. Fulton, Vice <br /> <br />President & Trust Officer) on behalf of Cornerstone Apartments, at the south- <br /> <br />west corner of Starling and Church Streets. There being no objections registered <br /> <br />by anyone, and in acceptance of the Planning Commission's recommendations dated <br /> <br />August 20, 1971, Council approved said application and issued said Special-Use <br /> <br />Permit, which Permit included the following set of conditions recommended by the <br /> <br />Banning Commission: <br /> <br />-- <br /> <br />ZONING ORDINANCE REGULATICN S <br />1. The Following specific regulatiaE shall apply to this development: <br />Require minimum yards for new building: <br />Starling Avenue side 30.0 ft. <br />Alley side (to 15 Cleveland Ave.) 25.0 ft. <br />Woodson line 22.5 ft. <br />Required minimum yards for parking area: <br />Starling Avenue side 7.5 ft. <br />Woodson line 7.5 ft <br />Church Street side 25.0 ft. <br />Number of apartment units (maximum including existing) 40 <br />Number of parking spaces (minimum) 56 <br />Access, a minimum of 12 ft. wide, shall be provided to Alley running <br />from Starling Avenue to Cleveland Avenue. Screen planting, acceptable <br />to present adjacent property owner, shall be provided along existing <br />property line between the two properties. <br />
