~ (" (t

TUESDAY

JULY 27, 1971

The regular semi-monthly meeting of the Council of the City of Martinsville,

Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday,

July 27, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M.,

all members being present, viz., Mayor F. T. Renick, M.D.; Francis T. West,

Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson.

After the invocation, Council approved as recorded the minutes of its

regular meeting held July 13, 1971.

With reference to Council's meeting of June 22, 1971, during which Council

was apprised of the fact that mental and health agencies of the Commonwealth

of Virginia propose to construct and operate a mental hospital within a

defined area of the West Piedmont Planning District, Council acknowledged

receipt of the following letter (dated July 2l, 1971) from Mr. Nathan Bushnell,

III, Executive Director of the Memorial Hospital of Martinsville & Henry

County, in which letter the Board of Trustees of said hospital reaffirmed its

prior action (of February, 1970) in offering to make land available for the

construction of the proposed regional mental hospital:

In 1969 the Commission on Mental Indigent and Geriatric Patients
presented a comprehensive report of its findings to the Governor
and the General Assembly. One of its recommendations was the
construction of five regional acute mental hospitals throughout
the state, one of which was to be located within 25 miles of
Danville. In February 1970 the Board of Trustees took cognizance
of this development and in an exchange of correspondence with
Dr. Hiram Davis, the Commissioner of Mental Hygiene and Hospitals,
offered to make land available for the construction of such a facility.

On July 20, 1971 the Board reaffirmed this action and has instructed
me to advise you and other appropriate officials.

You are already aware that the concept of locating this new facility
in Martinsville has been unanimously and enthusiastically endorsed
by our Medical Staff.
