T. Renick, M.D., presiding, was held Tuesday, July 13,

1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members

of Council being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis

T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson.

,,"-""

After the invocation, Council approved as recorded the minutes of its regular

meeting held June 22, 1971, and of its special meeting held July 1, 1971.

Pursuant to Council's request from its June 22nd meeting, the Patrick Henry

Mental Hygiene Clinic furnished to Council the case-load data of the Clinic

prorated between the City of Martinsville and the County of Henry, the basis

of which would indicate that the City's percentage share of the total of the

$5,000.00 requested from the two jurisdictions for the 1971-72 year would be

$2,105.00. Also, in connection with the Clinic's request presented June 22nd

by Dr. John D. French, wherein was indicated an anticipated llphasing-outll of

United Fund financial support, Mr. William J. Lester, a member of the United

Fund's Board of Directors, informed Council that the United Fund does not

intend such "phasing out"; furthermore, that the Fund currently is allocating

the sum of $5,146.00 to the Hygiene Clinic and proposes to increase this support

to $8,964.00 during the forthcoming year, although the latter sum will be some

$5,000.00 less than the Clinic's request of United Fund. In addition, Mr.

Lester indicated the United Fund's support of the Clinic's work and efforts

and the United Fund's wish to refute any allegation to the contrary. Upon

motion, duly seconded and unanimously carried, Council appropriated (from its

General Fund Emergency Account) the sum of $2,105.00 for the support of the

Patrick Henry Mental Hygiene Clinic for the current fiscal year.
