<br />') ') <br />.... - <br /> <br />TUESDAY <br /> <br />JUNE 8, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, June 8, 1971, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members--excepting <br /> <br />Councilman W. Donald Hartford, who was out of town--being present, viz., Mayor <br /> <br />F. T. Renick, M.D.; Vice-Mayor Francis T. West; Harry L. Boaz; and William D. Hobson. <br /> <br />,- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held May 25, 1971. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on <br /> <br />the City Manager's recommended City Budget for the fiscal year ending June 30, 1972. <br /> <br />During the discussion phase of Council's consideration of said recommended budget, <br /> <br />several citizens commented specifically on the just-completed quadrennial <br /> <br />reassessment of real estate and the suggested tax rates applicable thereto for <br /> <br />1971. In addition, Messrs. Leon Globman, T. J. Childress, Jr., and Ben W. Via, <br /> <br />members of the Planning Commission, commented on aspects of the proposed budget, <br /> <br />with Mr. Globman emphasizing the need for fiscal long-range planning to finance <br /> <br />needed capital improvements. After further discussion, upon motion--duly seconded <br /> <br />and unanimously carried of those members present--Council established a tax rate <br /> <br />of $l.90 per one hundred dollars of assessed valuation on real estate and public <br /> <br />service corporation properties for the forthcoming 1971 fall levy, and then <br /> <br />adopted said proposed budget reflecting an adjustment thereto, predicated upon <br /> <br />said $1.90 tax rate, with minor revisions elsewhere to reflect an updating of <br /> <br />several accounts therein. A summary appropriation ordinance follows, as adopted: <br /> <br />AN ORDINANCE MAKING APPROPRIATIONS OF SUMS OF MONEY FOR ALL NECESSARY <br />EXPENDITURES OF THE CITY OF MARTINSVILLE, VIRGINIA, FOR ITS FISCAL <br />YEAR ENDING JUNE 30, 1972. <br />
