<br />22 <br /> <br />TUESDAY <br /> <br />MAY 25, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, May 25, <br /> <br />1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis T. West; <br /> <br />Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />~"'- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held May 11, 1971. <br /> <br />City Manager Noland, through his memorandum dated May 21, 1971, presented the <br /> <br />scope and estimated cost of the projected planning study recently proposed <br /> <br />by a local citizens committee, said study being divided into two phases, viz., <br /> <br />(1) in-depth planning of the central business district (downtown area) and the <br /> <br />area immediately adjacent thereto; and (2) comprehensive planning for the area <br /> <br />outside the central business district. City Manager Noland informed Council <br /> <br />that an association formed by Dr. Richard M. Yearwood (of V. P. I., who conducted <br /> <br />the recent consolidation-merger study) and Mr. Conrad M. Knight, Architect, <br /> <br />(of the firm Evans & Knight) has submitted a proposal covering the downtown <br /> <br />area study, in the amount of approximately $35,000.00; whereas the firm of <br /> <br />Wiley & Wilson, Consulting Engineers, has estimated the cost at $50,000.00-$55,000.00 <br /> <br /> <br />to conduct the study of the area outside the downtown area. Keeping in mind that <br /> <br /> <br />these studies have been proposed by local citizens, who have agreed to underwrite <br /> <br />60% of the cost, and after reviewing the proposal (and related contract) submitted <br /> <br />by the Yearwood-Knight association, Council unanimously authorized City Manager <br /> <br />Noland to execute the contract with the Yearwood-Knight association and, also, <br /> <br />to proceed with completing procedures whereby Wiley & Wilson will undertake the <br /> <br />study of the area outside of the downtown business district, with the understanding <br /> <br />that the City's 40% share of the cost will not exceed the City's appropriation(s) <br /> <br /> <br />therefor. <br />
