<br />) . /' <br />U <br /> <br />TUESDAY <br /> <br />MAY 11, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, May <br /> <br />ll, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis <br /> <br />T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held April 27, 1971. <br /> <br />Pursuant to duly-advertised public notice, the Council and the Martinsville <br /> <br />Planning Commission conducted a joint public hearing on the request (dated <br /> <br />January 7, 1971) filed by Northview Gardens Associates (Mr. Julian R. Stinson, <br /> <br />Danville, Virginia) for a Special-Use Permit to allow construction and <br /> <br />operating of an apartment complex off Stultz Road, the major portion of said <br /> <br />complex to be outside the City's corporate limits. At the conclusion of <br /> <br />this public hearing, at which no one registered any objections to petitioner's <br /> <br />request, the Planning Commission submitted its report and recommendation, <br /> <br />which Council unanimously accepted, thus approving petitioner's application <br /> <br />for said Special-Use Permit, subject to the same general regulations as <br /> <br />established by the Planning Commission for developments of the type indicated, <br /> <br />and taking cognizance of the fact that the plans presented (by petitioner) <br /> <br />comply with requirements and regulations. Coincident with this action, <br /> <br />petitioner was notified of the necessity of entering into a contract with <br /> <br />the City, setting forth the conditions under which utility services will be <br /> <br />provided, which contract might well include the City's requirements and <br /> <br />regulations as are applicable to the planned development. <br />
