2' TUESDAY APRIL 27, 1971 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, April 27, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members of Council being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. ,..- After the invocation, Council approved as recorded the minutes of its regular meeting held April 13, 1971. City Manager Noland informed Council that the water and sewer tariffs or rate revisions approved by Council on February 23, 1971, will be reflected in water and sewer utility bills to be rendered on and after May 1, 1971. - City Manager Noland then presented--and publicly read in its entirety--a proposed agreement or contract between the City of Martinsville and the Henry County Public Service Authority, whereby the City will receive and treat sewage from a specified area (or specified areas), generally identified as the IIVilla Heightsll area, being a part of the drainage basin of the City's Jones Creek Interceptor line, all such area being outside the City's northwest corporate limits and more specifica~ described in said agreement or contract as well as on a map made a part thereto, which service will be rendered by the City subject to certain terms and conditions and subject to certain service fees set forth, with said contract to be for a term of forty years from April 27, 1971. Mr. Robert W. Grant, Secretary to the Henry County Public Service Authority (and Executive Secretary of the County of Henry), then presented the following resolution as recorded in the minutes of the Authority's meeting held April 26, 1971, indicating acceptance by the Authority of said proposed agreement or contract:
