<br />2' <br /> <br />TUESDAY <br /> <br />APRIL 27, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, April <br /> <br />27, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members of Council being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor <br /> <br />Francis T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />,..- <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held April 13, 1971. <br /> <br />City Manager Noland informed Council that the water and sewer tariffs or <br /> <br />rate revisions approved by Council on February 23, 1971, will be reflected <br /> <br />in water and sewer utility bills to be rendered on and after May 1, 1971. <br /> <br />- <br /> <br />City Manager Noland then presented--and publicly read in its entirety--a <br /> <br />proposed agreement or contract between the City of Martinsville and the Henry <br /> <br />County Public Service Authority, whereby the City will receive and treat <br /> <br />sewage from a specified area (or specified areas), generally identified as <br /> <br />the IIVilla Heightsll area, being a part of the drainage basin of the City's <br /> <br />Jones Creek Interceptor line, all such area being outside the City's <br /> <br />northwest corporate limits and more specifica~ described in said agreement <br /> <br />or contract as well as on a map made a part thereto, which service will be <br /> <br />rendered by the City subject to certain terms and conditions and subject <br /> <br />to certain service fees set forth, with said contract to be for a term of <br /> <br />forty years from April 27, 1971. Mr. Robert W. Grant, Secretary to the <br /> <br />Henry County Public Service Authority (and Executive Secretary of the <br /> <br />County of Henry), then presented the following resolution as recorded <br /> <br />in the minutes of the Authority's meeting held April 26, 1971, indicating <br /> <br />acceptance by the Authority of said proposed agreement or contract: <br />
