<br />, ;) <br /> <br />. - <br /> <br />TUESDAY <br /> <br />APRIL 27, 1971 <br /> <br />The following is an excerpt from the minutes of the Henry County <br />Public Service Authority, meeting held April 26, 1971: <br /> <br />WHEREAS, the City of Martinsville and the Henry County Public <br />Service Authority have for several years attempted to negotiate <br />a contract agreement for the transportation and treatment of <br />sewage from the Villa Heights area of Henry County, and <br /> <br />WHEREAS, representatives of City Council and the Authority have <br />resolved matters of difference, resulting in a final contract <br />draft dated April 23, 1971, and <br /> <br />WHEREAS, the Virginia State Water Control Board by action on <br />January 26-27, 1971, did express a desire that the City of <br />Martinsville and the Henry County Public Service Authority <br />develop a plan for treating waste from the City and areas of <br />the County adjacent to the City on a cooperative regional basis, <br />and <br /> <br />WHEREAS, the Henry County Public Service Authority, at a <br />scheduled meeting on April 26, 1971, did review such draft, <br /> <br />NOW THEREFORE, BE IT RESOLVED That <br /> <br />(l) The Puolic Service Authority does accept the terms and <br />conditions of the hereinbefore stated contract draft, <br /> <br />(2) The Henry County Public Service Authority does request the <br />City Council of Martinsville to review and enter into a contractural <br />agreement as indicated in the draft of April 23, 1971, <br /> <br />(3) The Henry County Public Service Authority, in recognizing its <br />responsibilities to other areas of Henry County, does request <br />service to the Route 220 South area (south of the City of <br />Martinsville) through an extension of the said City-Authority <br />contract, within thirty (30) days. <br /> <br />Whereupon motion, and duly seconded, Council unanimously approved said <br /> <br />agreement or contract and authorized the execution thereof--on behalf <br /> <br />of the City--by Mayor Renick. <br /> <br />Council then considered the report and findings recently submitted by the <br /> <br />special Merger-Consolidation Feasibility Study Committee, in which report <br /> <br />the Committee found--unless, perhaps, in certain functional areas of <br /> <br />services--that merger or consolidation of the Martinsville-Henry County <br /> <br />governmental units is not feasible at this time.
