<br />~()(; <br /> <br />TUESDAY <br /> <br />APRIL 13, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, April <br /> <br />l3, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis <br /> <br />T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held March 23, 1971. <br /> <br />Mr. John J. Hartley, Attorney at Law, appeared before Council on behalf of <br /> <br />the owners-operators of taxicabs licensed to operate in the City of <br /> <br />Martinsville and requested certain increases in the rates or tariffs here- <br /> <br />tofore established by Council, citing considerable operational cost increases <br /> <br />which have taken place over the last several years as a basis for the <br /> <br />requested rate increases. Mr. Bruce Dallas, representing the Esquire Club, <br /> <br />questioned the amount being sought in the basic tariff, stating that the <br /> <br />burden of the basic increase would fall on those persons (i.e., the poor <br /> <br />and the welfare recipients, etc.) least able to pay. Councilman Hobson also <br /> <br />raised the question as to whether some lesser increase would be more <br /> <br />appropriate. After some discussion, and upon motion which was duly seconded, <br /> <br />and with Councilman Hobson abstaining, Council approved said requested <br /> <br />increases (all other Councilmen voting in the affirmative) through its adoption <br /> <br />of the following ordinance amending Section l6-4l of the City Code: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this thirteenth day of April, 1971, <br />that Section 16-41 of the CODE OF THE CITY OF MARTINSVILLE (l956), <br />and as amended, be and is hereby further amended to reas as follows: <br /> <br />Section l6-4l. - Meter, etc., rates. <br />
