~()(; TUESDAY APRIL 13, 1971 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, April l3, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. After the invocation, Council approved as recorded the minutes of its regular meeting held March 23, 1971. Mr. John J. Hartley, Attorney at Law, appeared before Council on behalf of the owners-operators of taxicabs licensed to operate in the City of Martinsville and requested certain increases in the rates or tariffs here- tofore established by Council, citing considerable operational cost increases which have taken place over the last several years as a basis for the requested rate increases. Mr. Bruce Dallas, representing the Esquire Club, questioned the amount being sought in the basic tariff, stating that the burden of the basic increase would fall on those persons (i.e., the poor and the welfare recipients, etc.) least able to pay. Councilman Hobson also raised the question as to whether some lesser increase would be more appropriate. After some discussion, and upon motion which was duly seconded, and with Councilman Hobson abstaining, Council approved said requested increases (all other Councilmen voting in the affirmative) through its adoption of the following ordinance amending Section l6-4l of the City Code: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled this thirteenth day of April, 1971, that Section 16-41 of the CODE OF THE CITY OF MARTINSVILLE (l956), and as amended, be and is hereby further amended to reas as follows: Section l6-4l. - Meter, etc., rates.
