Walter Mather, its Executive Director, presented a verbal report on

the activities of the Commission, beginning with its inception and organization

in 1970 and covering the duties and responsibilities of the Commission as well

as its functional goals and their priorities, and citing the active partici-

pation in the work of the Commission by many persons on a voluntary basis.

The Commission representatives then cited the reasons for requesting each of

the seven governmental jurisdictions within the District to increase financial

support for 1971-72 from the present lO~-per-capita to 20~-per-capita.

Vice-Mayor West, a member of the Commission, then referred to his public

statement issued during Council's March 23rd meeting and reiterated his

opposition--and reasons therefor--to the proposed per-capita increase. After

some discussion, and upon motion (duly seconded), Council voted--with Vice-Mayor

West opposing--to contribute 20~ per capita from the City of Martinsville

toward the support of the Commission for the year 1971-72.
