<br />1~8 <br /> <br />TUESDAY <br /> <br />MARCH 23, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, March <br /> <br />23, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis <br /> <br />T. West, Vice-Mayor, Harry L. Boaz; W. Donald Hartford; and William D. <br /> <br />Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held March 9, 1971. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing on the recent petition filed by the Henry County Fair & Exposition <br /> <br />(Mr. M. Harrison Joyce,Counsel) requesting a Special-Use Permit to allow <br /> <br />petitioner to conduct its 1971 Fair & Exposition at Liberty Heights <br /> <br />Fairground. There being no objections presented by any person or group, <br /> <br />and in acceptance of the Planning Commission's recommendations already filed <br /> <br />thereon with Council, the Council granted said Special-Use Permit for 1971 at said <br /> <br />location, with the provision that said permit shall continue in effect for a <br /> <br />period of the next five years (including 1971) at said location, subject to <br /> <br />annual review and approval by the Council. <br /> <br />City Manager Noland presented to Council a proposed agreement with the Virginia <br /> <br />Department of Highways, setting forth the conditions under which the Highway <br /> <br />Department will construct and/or re-construct 1.708 miles of Route 57 within <br /> <br />the City of Martinsville and including a detailed and estimated cost of said <br /> <br />project and the City's share thereof, which costs are set forth hereinafter. <br /> <br />In connection therewith and as to allied street improvement projects, City <br /> <br />Manager Noland informed Council that the desirable extending and connecting <br />
