<br />1~ <br /> <br />TUESDAY <br /> <br />MARCH 23, 1971 <br /> <br />-- <br /> <br />of Lester Street to the Route 57 project is not included in said project <br /> <br />and, furthermore, that there is increasingly pressing need to extend <br /> <br />Mulberry Extension into Ellsworth Street (at Brown Street) and to widen <br /> <br />and improve Ellsworth Street from that point on into Lester Street. <br /> <br />City Manager Noland did point out, however, that another pressing project, <br /> <br />viz., Brookdale Road, has been approved by the Department of Highways. <br /> <br />.....-. <br /> <br />Subsequently, in reviewing the detailed cost estimates of the Route 57 <br /> <br />Project, Council was informed that an estimated $132,000.00 for overhead <br /> <br />signs, of which the City's l5%-share would be $19,800.00, is not included <br /> <br />in the Route 57 project, the installation of which has been recommended <br /> <br />by the City administration. Members of Council questioned the seemingly <br /> <br />high cost of constructing and installing these signs (of which there will <br /> <br />be five primary installations) as well as the need therefor, to which <br /> <br />City Manager Noland and Traffic & Planning Engineer Irving R. McGhee <br /> <br />responded by their explanation thereof. Meanwhile, upon motion, duly <br /> <br />seconded and unanimously carried, Council adopted the following resolution <br /> <br />accepting the terms of the proposed agreement (applicable to the Route 57 <br /> <br />Project) and authorizing City Manager Noland to execute said agreement on <br /> <br />behalf of the City, which agreement also follows: <br /> <br />WHEREAS, the Department of Highways of the Commonwealth of Virginia <br />has informed the Council of the City of Martinsville, Virginia, that <br />said Department of Highways will soon proceed with the construction <br />of captioned project, consisting of 1.708 miles of Route 57 within <br />the City of Martinsville, from an intersection at a point on West <br />Church Street to an intersection at a point on Route 57 (East), <br />subject to concurrence by the City of Martinsville with the Highway <br />Department's requirements and regulations set forth in an agreement <br />entitled, "Agreement (by City of Martinsville) To Maintain Highways <br />Improved Under The CODE OF VIRGINIA And The Policied Of The Highway <br />Commission", which agreement enumerates in eight numbered sections <br />said requirements and regulations; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-third day of March, 1971, <br />that it does hereby subscribe to and accept the terms and conditions <br />of said agreement and, furthermore, it does hereby authorize Thomas <br />B. Noland, its City Manager, to execute said agreement on behalf of <br /> <br />the City of Martinsville. <br />
