<br />1. <br /> <br />TUE SDAY <br /> <br />NOVEMBER lO, 1970 <br /> <br />-- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br /> <br />November 10, 1970, beginning at 7:30 P.M., in the Council Chamber, City Hall, <br /> <br />with all members being present, viz., Mayor F. T. Renick, M.D.; Francis T. West, <br /> <br />Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />.- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held October 27, 1970. <br /> <br />In connection with a recent request filed by residents of Barrows Mill Road, <br /> <br />outside the City's corporate limits, and with reference to the policy statement <br /> <br />relating thereto and adopted by Council on September 17, 1970, Council was <br /> <br />apprised of the fact that a group of five water customers--within the total of <br /> <br />thirty-eight such customers involved--will not meet the requirements set forth <br /> <br />in said policy statement and, furthermore, that the remaining customers do not <br /> <br />wish to participate in the cost of a fire hydrant and/or a system "bleeder" <br /> <br />installation recommended; whereupon motion, duly seconded and unanimously <br /> <br />carried, Council directed that the said five customers be by-passed until such <br /> <br />time as they wish to be connected and will comply with requirements applicable, <br /> <br />meanwhile authorizing the construction of a water line and the installation of <br /> <br />a fire hydrant to serve the remaining thirty-three customers pursuant to <br /> <br />recommendations included in said policy statement, upon the conditions that <br /> <br />these customers will absorb 50% of the cost of the hydrant installation, that <br /> <br />they file their applications for water service, and that they advance their <br /> <br />share(s) of the construction cost. <br /> <br />Pursuant to Council's directive issued from meeting of October l3, 1970, <br /> <br />pertaining to the Mulberry Creek (Sewage) Drainage Basin potential which <br /> <br />.---.---------..-------.--..-..-..-.--.---. <br />
