<br />.114 <br /> <br />TUESDAY <br /> <br />OCTOBER 13, 1970 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi1le, <br /> <br />Virginia, with Mayor Fred T. Renick, M.D., presiding, was held Tuesday, <br /> <br />October 13, 1970, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., F. T. Renick, M.D., Mayor; Francis T. West, <br /> <br />Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held September l7, 1970. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on petition received June 9, 1970, from the Three T Investment Corporation, <br /> <br />requesting the closing and vacating of that section of Middle Street, <br /> <br />unopened, which lies between Roundabout Road and the rear of Lot No. 9l of <br /> <br />the Wray Estates Development. In connection therewith, Council reviewed the <br /> <br />written report of a duly-constituted Board of Viewers, which report is <br /> <br />recorded in Council's minutes of September 8, 1970 and recommended denial of <br /> <br />petitioner's request. Council also reviewed the Planning Commission's <br /> <br />favorable report, recorded in said September 8th minutes, which was reaffirmed <br /> <br />during the foregoing public hearing. Council then received a petition, <br /> <br />signed by some thirty-one residents of the area, expressing not only <br /> <br />opposition to the requested closing and vacating of the section of Middle <br /> <br />Street but also citing the need for additional entrance-ways to serve the <br /> <br />area, the latter portion of the petition being supported verbally and in <br /> <br />person by Mr. Joseph E. Finley and Councilman W. D. Hobson. Mr. John W. <br /> <br />Holmes, Secretary of the Three T Investment Corporation, asserted that his <br /> <br />firm's request is based on logic, inasmuch as it appears impracticable-- <br /> <br />financially, because of direction and terrain--to attempt to develop Middle <br />
