<br />13 <br /> <br />THURSDAY <br /> <br />SEPTEMBER 17, 1970 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Thursday, <br /> <br />September 17, 1970, beginning at 7:30 P.M., in lieu of the regularly- <br /> <br />scheduled meeting for Tuesday, September 22, 1970 (as directed by Council <br /> <br />action on September 8, 1970), in the Council Chamber, City Hall, all <br /> <br />members being present, viz., Mayor F. T. Renick, M.D.; Vice Mayor Francis <br /> <br />T.West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />-, <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held September 8, 1970. <br /> <br />Continuing from its September 8th meeting its consideration of an application <br /> <br />on file for a special-use permit, on behalf of Mr. George C. Salmons and in <br /> <br />connection with his proposed development of property rezoned September 8th <br /> <br />as a mobile home court, Council received from City Manager Noland a suggested <br /> <br />form for said special-use permit, if approved and granted. After some discussion, <br /> <br />and agreeing to the adding of a clause immediately following the word "homes" <br /> <br />in Section II (2), Council approved said application for said special-use <br /> <br />permit, subject to the following conditions made a part thereof, all members <br /> <br />-- <br /> <br />voting affirmatively with the exception of Councilman Hobson, who abstained: <br /> <br />CONDITIONS <br />SPECIAL USE PERMIT <br />G. Prior to or as a part of the development of the Mobile Home Court, <br />the owner shall cause to be submitted to the City Planning Commission <br />four copies of a final plat indicating the proposed stages of <br />development for the court, with the first stage to comprise a <br />minimum of ten lots. In addition, this plan shall show the location <br />and size of all water and sewer lines to be installed, the location <br />and type of buffer screening to be provided, the location and width <br />
