<br />132 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 8, 1970 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br /> <br />September 8, 1970, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., Mayor F. T. Renick, M.D.; Francis T. West, <br /> <br />Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held August 25, 1970, and of its organizational meeting held <br /> <br />September 1, 1970. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on Mr. George C. Salmons petition--received April 14, 1970 and referred on <br /> <br />that date to the Planning Commission for its consideration and recommendation-- <br /> <br />requesting the rezoning to "R-6 Residentialtl of his twelve-acre tract of land <br /> <br />located between Easth Church Street and Mountain Road, adjacent to the City's <br /> <br />east corporate limit, and, also, including an application for a Special-Use <br /> <br />Permit to allow development of a mobile home court at said location. Mr. Ebb <br /> <br />H. Williams, III, Attorney at Law and Counsel for petitioner, in citing the <br /> <br />requirements of the City Code, noted that the proposed development would more <br /> <br />than meet the minimal requirements of the City and, too, would be regulated <br /> <br />by owner-imposed restrictions. Having received the Planning Commission's <br /> <br />(July 24th) report recommending approval of the requested rezoning and <br /> <br />recommending issuing of Special-Use Permit, the latter being subject to certain <br /> <br />specifications and conditions, and there being no objections registered by any <br /> <br />one to the petition, Council adopted the following ordinance amending the City's <br /> <br />Zoning Code and Map, effecting the proposed rezoning, with Councilman Hobson <br /> <br />voting against the adopting motion on the premise that development of mobile <br />
