<br />1 ( <br /> <br />TUESDAY <br /> <br />JUNE 23, 1970 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, June <br /> <br />23, 1970, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members--with the exception of Councilman W. Donald Hartfor~ absent because <br /> <br />of illness--being present, viz., Mayor F. T. Renick, M.D.; Francis T. West, <br /> <br />Vice-Mayor; Harry L. Boaz; and William D. Hobson. <br /> <br />"'~ <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held June 9, 1970, and of its special meeting held June 16, 1970. <br /> <br />In connection with the City Manager1s proposed 1970-71 City Budget, on which <br /> <br />a public hearing was conducted June 16, 1970, City Attorney Cubine expressed <br /> <br />the opinion that Mr. W. B. Muse's suggestion as to tax billing for 1971 can <br /> <br />not be handled feasibly; whereupon motion and recorded vote, Council <br /> <br />unanimously adopted said proposed budget, incorporating the two suggested <br /> <br />changes from the June 16th meeting as to School Fund debt service and as to <br /> <br />increased employee group insurance costs, meanwhile indicating that in the <br /> <br />event Mr. Muse's suggestion can be--or is--effected, a corresponding <br /> <br />amendment or revision of the budget can subsequently be made. The following <br /> <br />,- <br /> <br />is the appropriation ordinance (by funds) for said adopted budget: <br /> <br />AN ORDINANCE MAKING APPROPRIATIONS OF SUMS OF MONEY FOR ALL NECESSARY <br />EXPENDITURES OF THE CITY OF MARTINSVILLE, VIRGINIA, FOR ITS FISCAL <br />YEAR ENDING JUNE 30, 1971. <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />that the following sums of money be and are hereby appropriated--by <br />funds--for the fiscal year ending June 30, 1971, from fund sources of <br />estimated revenue, as follows: <br />
