<br />() <br /> <br />TUESDAY <br /> <br />MARCH 24, 1970 <br /> <br />,- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, March <br /> <br /> <br />24, 1970, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br /> <br />members being present excepting Councilman W. D. Hartford, who was out of <br /> <br /> <br />town on City business. Present were: Dr. F. T. Renick, Mayor; Francis T. <br /> <br />West, Vice-Mayor; Harry L. Boaz; and William D. Hobson. <br /> <br />-~, <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held March 10, 1970. <br /> <br />In tentative acceptance of the Planning Commission's report dated March 20, <br /> <br />1970, recommending that the petition of Mrs. Bertha Marshall (presented at <br /> <br />Council's February 20, 1970 meeting)--requesting the rezoning of her property <br /> <br />at 210 South Moss Street to "P-2"--be granted, Council called for a duly-advertised <br /> <br />public hearing to be conducted by Council at its forthcoming April 14th meeting. <br /> <br />Subject to preparation and execution of an appropriate contract, and pursuant <br /> <br />to the Planning Commission's recommendations, Council granted the request <br /> <br />(dated January 5, 1970) of Druid Hills Baptist Church, thereby authorizing <br /> <br />City water and sewer service for the new church building under construction on <br /> <br />the northeast side of Spruce Street, outside the City's corporate limits. <br /> <br />As a matter of policy, and in acceptance of Vice-Mayor West's suggeBtion, <br /> <br />Council agreed to hold in abeyance future petitions requesting City water and <br /> <br />sewer service for properties outside the City's corporate limits pending the <br /> <br />outcome of negotiations now in process with the County of Henry which anticipate <br /> <br />an orderly plan for the providing of such services. In so doing, Council <br /> <br />emphasized its desire to cooperate with those owners of peripheral properties <br /> <br />who might request such services; however, Council expressed the opinion <br />
