<br />( <br /> <br />TUESDAY <br /> <br />MARCH 10, 1970 <br /> <br />,....-- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. R=nick, M. D., presiding, was held Tuesday, March 10, <br /> <br />1970, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., Dr. F. T. Renick, Mayor; Francis T. West, Vice Mayor; <br /> <br />Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held February 24, 1970. <br /> <br />Pursuant to duly-advertised public notice, the Council and the Planning Commission <br /> <br />conducted a public hearing on the application of J. R. S. Enterprises for a <br /> <br />special-use permit to allow unified development of petitioner's 8~-acre tract off <br /> <br />the north side of Northside Drive, between the property of the new memorial <br /> <br />hospital now under construction and property of Lester Lumber Company fronting said <br /> <br />Northside Drive. There being no objections filed by anyone to the proposed <br /> <br />unified development, and in acceptance of the Planning Commission's recommendations <br /> <br />thereon, including the recommendations prepared March 5, 1970 by Mr. Irving R. <br /> <br />McGhee, Traffic & Planning Engineer, to and for the Commission, as hereinafter <br /> <br />included in these minutes, Council granted said permit: <br /> <br />The following recommendations are made with regard to J.R.S. Enterprises: <br />1. That a special use permit be granted under Section VIII, Par. "C", <br />sub-paragraph "b" to J.R.S. Enterprises with the following C-l Commercial <br />uses allowable: <br />a. Any use permitted in the P-2 professional district except a dwelling <br />or dwellings, and public parking lots <br />b. Banks <br />c. Personal services not permitted in P-2 <br />d. Book and stationery stores <br />e. Churches and other places of worship <br />f. Dairy bars and ice cream manufacture for retail sales only on the <br />premises <br />g. Drug variety stores and art supply stores <br />h. Eating and non-alcoholic drinking establishments, not including <br />drive-in curb services <br />i. Finance and loan companies <br />j. Florist shops, retail <br />
