<br />55 <br /> <br />TUESDAY <br /> <br />FEBRUARY 10, 1970 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, February <br /> <br /> <br />10, 1970, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br /> <br />members--with the exception of Francis T. West, Vice Mayor--being present, viz., <br /> <br />Mayor F. T. Renick, M.D.; Harry L. Boaz; W. Donald Hartford; and William D. <br /> <br />Hobson. <br /> <br />After the invocation, there followed the Pledge of Allegiance led by Scout <br /> <br />Scott Chaney, and then the reading of the minutes of Council's regular meeting <br /> <br />held January 27, 1970, which were approved as read. <br /> <br />,,'--'. <br /> <br />Pursuant to an action taken by Council during its meeting held December 22, 1969, <br /> <br />at which meeting J. R. S. Enterprises filed an application for a special-use <br /> <br />permit to allow construction of a medical office building on property adjacent <br /> <br />to the new Martinsville General Hospital site, off the north side of Northside <br /> <br />Drive, and pursuant to a duly-advertised public notice calling for a joint public <br /> <br />hearing by the Council and the Planning Commission on this matter at meeting <br /> <br />covered hereby these minutes, Council proceeded to conduct said public hearing. <br /> <br />In view of the fact that a quorum of the Planning Commission for this purpose <br /> <br />was not present, and in view of the fact that--subsequent to the initial filing <br /> <br />of said application--petitioners amended their request to include a request for <br /> <br />rezoning to "C-l" of their property consisting of eight and one-half acres to <br /> <br />permit the construction of a separate building to "house" a drug store and lunch <br /> <br />counter, it was determined that required public hearings and actions on the <br /> <br />amended petition would require re-advertising of notices thereof. Meanwhile, <br /> <br />Mr. Leon G1obman, Chairman of the Planning Commission, expressed the concern of <br /> <br />the Commission as to the appropriate development of the entire area, including <br />
