<br />... ') <br />J~ <br /> <br />TUESDAY <br /> <br />JANUARY 27, 1970 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br /> <br />January 27, 1970, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., Mayor F. T. Renick, M.D., Vice-Mayor <br /> <br />Francis T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, there followed the Pledge of Allegiance, led by <br /> <br />Scout Bruce Lawrence, and the reading of the minutes of Council's regular <br /> <br />meeting held January 13, 1970, which minutes were approved as recorded. <br /> <br />In connection with consideration being given for some time to various systems <br /> <br />of microfilming the City's maps and construction records, City Manager Noland <br /> <br />presented a memorandum and recommendation dated January 23, 1970, which <br /> <br />Council unanimously accepted, thus authorizing the entering into an <br /> <br />agreement with the local firm of Logan Gray, Inc., for such service and <br /> <br />authorizing the expenditure of some $2,700.00 ($1,890.00 being for the <br /> <br />purchase of a viewing machine) to put the recommended system in operation. <br /> <br />Accordingly, the proposal of a 3M Corporation, which anticipated the purchase of <br /> <br />a camera and related equipment at a sizeable investment, or any similar proposal, <br /> <br />was rejected; however, City Manager Noland pointed out the possibility of <br /> <br />converting to such a system sometime in the future, pending further study <br /> <br />and experience. <br /> <br />In connection with Council's January 13th directive, pertaining to proposed <br /> <br />City Charter amendment to increase the City's property tax rate ceiling, <br /> <br />City Attorney Cubine reported that statutory requirements can not be met <br /> <br />in time to present the proposal--even if approved by the citizens--to the <br /> <br />1970 Virginia General Assembly. <br />
