<br />5 <br /> <br />TUESDAY <br /> <br />JANUARY 27, 1970 <br /> <br />- <br /> <br />City Manager Noland reported that, in order for the Virginia Department of <br /> <br />Highways to proceed further toward developing plans for highway projects <br /> <br />anticipated in the Department's recently-completed Transportation Study <br /> <br />for Martinsville and Henry County, each of the local governing bodies <br /> <br />must conduct duly-advertised public hearings on the Study and its findings, <br /> <br />followed by a formal request to the Highway Department that it proceed. <br /> <br />Council authorized City Manager Noland to so advertise, jointly with the <br /> <br />Henry County Board of Supervisors if possible, pending the selection of a <br /> <br />date suitable to both governing bodies and to the Highway Department. <br /> <br />Continuing its consideration of the real probability that the City will <br /> <br />soon be required (by the State Water Control Board), along with other <br /> <br />municipal governments in Virginia now providing only primary sewage <br /> <br />treatment, to provide secondary treatment of sewage, Council authorized <br /> <br />the employing of Wiley & Wilson, Consulting Engineers, to develop a report <br /> <br />necessary to the planning for and adding of secondary treatment facilities <br /> <br />and necessary to the City's being in a position to file an application for <br /> <br />aid funds from the State-Federal governments. <br /> <br />In acceptance of City Manager Noland's recommendations, Council unanimously <br /> <br />amended the City's employee annual leave regulations--thus amending Sections <br /> <br />1.9 and 1.10 of Chapter 1 of the City Code as well as the regulations adopted <br /> <br />as of July 1, 1962, as amended--whereby said amended regulations will apply <br /> <br />to all permanent employees. <br /> <br />Council referred to the Planning Commission--for its consideration and <br /> <br />recornmendation--a petition (dated January 22, 1970) filed by the Woodmen of <br /> <br />the World, Camp 48, requesting the rezoning from "R-9" to "C-3" of its <br />
