<br />TUESDAY <br /> <br />FEBRUARY 25, 1975 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, February 25, <br /> <br />1975, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; <br /> <br />G. s. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />special meeting held February 10, 1975 and of its regular meeting held <br /> <br />February 11, 1975. <br /> <br />Councilman Lester, stating that he wished to clarify his position on the <br /> <br />Housing & Community Development Act of 1974, introduced the following <br /> <br />statement and motion: <br /> <br />Due to the far-reaching implications which an application for <br />grants under the IlHousing & Community Development Act of 1974" <br />would have on our citizens, and because of the controversy the <br />discussion of same has already caused, I believe the Martinsville <br />City Council should afford all the citizens of our city the <br />opportunity to express their opinion at the ballot box on this <br />matter prior to any official position taken by the Martinsville <br />City Council. Therefore, I move the adoption of a resolution <br />which makes plain to the citizens of Martinsville that a <br />referendum concerning the "Housing & Community Development Act <br />of 1974" will be held at a regularly scheduled election date and <br />that City Council shall take no official position towards <br />securing a grant under the IlHousing & Community Development Act <br />of 1974" prior to knowing the results of such a referendum. <br /> <br />In seconding this motion, Councilman Fitz-Hugh recommended that, prior to <br /> <br />such referendum, the City should develop a plan to outline the City's needs <br /> <br />and the amount of Federal aid to be sought, should an application be prepared <br /> <br />and filed. Councilman Greene stated that, although he does not object to ~olding <br /> <br />such a referendum, the timing of same with the next general election would probably <br />
