<br />36 <br /> <br />TUESDAY <br /> <br />FEBRUARY 4, 1975 <br /> <br />.- <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, February 4, 1975, <br /> <br />in the Circuit Courtroom, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice-Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />_. <br /> <br />After the invocation, the purpose of this meeting was stated, as was duly <br /> <br />advertised, viz., "for the purpose of receiving input and/or suggestions from <br /> <br />the general public on community facilities and housing needs for the City of <br /> <br />Martinsville, as such facilities and housing needs relate to the Federal Housing <br /> <br />(&) Community Development Act of 1974". <br /> <br />Because of the inclement weather, attendance by citizens at this hearing was much <br /> <br />less than would normally have been expected. Present, also, were Messrs. <br /> <br />Charles Barnes and Owen Bludeau, of Wiley & Wilson, the City's consulting engineers. <br /> <br />Following a general briefing by Assistant City Manager-Public Works Director <br /> <br />George W. Brown on the various aspects of the Housing & Community Development Act <br /> <br />of 1974, generally as covered in a pamphlet published and distributed by the City <br /> <br />prior to this public hearing, a copy of which is inserted as a part of these minutes, <br /> <br />- <br /> <br />the following citizens offered the following general comments and/or opinions: <br />(1) Mr. Francis T. West, former Mayor of the City - <br />(a) participation by the City in the Housing & Community Development <br />program would tend to subject and subvert the City to more <br />Federal control; <br />(b) the amount(s) the City might obtain from H&CD funds, if <br />the City's application is accepted, would probably be <br />negligible and, therefore, not worth the effort; <br />(c) continue to use Revenue-Sharing monies for Central Business <br />District redevelopment; and <br />(d) the City should not file an application (or pre-application) <br />for funds from Housing & Community Development. <br />
