<br />152 <br /> <br />TUESDAY <br /> <br />JANUARY 14, 1975 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, January 14, <br /> <br />1975, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members, <br /> <br />with the exception of Councilman Barry A. Greene (who was away from the City), <br /> <br />being present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held December 31, 1974. <br /> <br />Prior to considering its regular order of business, Mayor Boaz and Councilman <br /> <br />Fitz-Hugh commented on procedures involved in connection with the current <br /> <br />quadrennial reassessment of real estate as well as on the fact that, in response <br /> <br />to numerous inquiries, the quadrennial reassessment process has not been completed <br /> <br />to the extent that sufficient information is available to Council to enable the <br /> <br />Council to establish a real estate tax rate for the next tax billing period. <br /> <br />For the purpose of receiving input and/or suggestions from the general public <br /> <br />as to pending and/or future needs for local community facilities and housing, <br /> <br />Council called for a duly-advertised public hearing to be conducted by Council <br /> <br />in a special meeting to be held Tuesday, February 4, 1975, in the City's Circuit <br /> <br />Courtroom, beginning at 7:30 P.M., as such needs relate and/or pertain to the <br /> <br />Federal Housing Community Development Act of 1974. <br /> <br />Assistant City Manager-Public Works Director George W. Brown, Chairman of the <br /> <br />CBD Commission, presented a status report on current activities of the Commission, <br /> <br />including a reference to certain property acquisitions and lease arrangements which <br />
