<br />302 <br /> <br />TUESDAY <br /> <br />AUGUST 27, 1974 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held Tuesday, August 27, 1974, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P. M., all members being present, viz., Francis T. West, <br /> <br />Mayor; Harry L. Boaz, Vice Mayor; W. Donald Hartford; William D. Hobson; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />August 13, 1974. <br /> <br />Prior to beginning its regular order of business, Council presented a token of the City's <br /> <br />appreciation to Mr. Tom B. Tatum, who retired on July 31, 1974 as a hydro-electric plant <br /> <br />operator after twenty-two years' service in the City's employment. <br /> <br />Vice-Mayor Boaz then acknowledged, on behalf of the Council and the City, the outstanding services <br /> <br />rendered by Mayor West and Councilman Hartford, as members of the Council, during their past <br /> <br />eight years and whose terms expire August 31st. Vice-Mayor Boaz also extended a warm welcome to <br /> <br />Messrs. G. S. Fitz-Hugh, Jr. and Barry A. Greene who, on September 1, 1974, will succeed Messrs. <br /> <br />West and Hartford as Councilmen. <br /> <br />Pursuant to Section 5 of Chapter 2 of the City Charter, Council scheduled its required organizational <br /> <br />meeting for Tuesday, September 3, 1974, in the Council Chamber, City Hall, beginning at <br /> <br />9:00 A. M., at which time Council will consider any other business matters subject to call. <br /> <br />Also, because of the conflict between Council's scheduled meeting for September 24th and the <br /> <br />forthcoming Virginia Municipal League Convention (to be held in Roanoke, Virginia, September <br /> <br />22nd-24th), Council rescheduled its September 24th meeting to Tuesday, September 17th. <br /> <br />In tentative acceptance of the Planning Commission's recommendation that Council approve the <br /> <br />Special-Use Permit Application filed June 25, 1974 by Dr. John D. French, which--if granted-- <br /> <br />would allow for the construction of two buildings by applicant on applicant's property east of <br /> <br />
