C..' <br />.j <br /> <br />TUESDAY <br /> <br />AUGUST 13, 1974 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Francis T. West presiding, was held Tuesday, August 13, 1974, in the Council Chamber, <br /> <br />City Hall, all members being present, viz., Francis T. West, Mayor; Harry L. Boaz, Vice <br /> <br />Mayor; W. Donald Hartford; William D. Hobson; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />July 23, 1974. <br /> <br />.- <br /> <br />In advance of Council's considering its regular order of business, Mayor West presented a <br /> <br />letter from the Honorable Jack P. Barnes, Mayor of Portsmouth (Virginia) and President of <br /> <br />the Virginia Municipal League, in which letter Mayor Barnes urged all Virginia local <br /> <br />governments to express formally their support of the Honorable Gerald R. Ford, who recently <br /> <br />succeeded the Honorable Richard M. Nixon as President of the United States. Accordingly, <br /> <br />Council unanimously went on record as pledging such support and, also, expressing its <br /> <br />best wishes to President Ford during his tenure. <br /> <br />On behalf of Mr. Earl Martin, Attorney Daniel L. Manson presented a request that Mr. Martin's <br /> <br />petition filed January 8, 1974, seeking a rezoning of his property on the east side of <br /> <br />Chatham Road opposite its intersection with Commonwealth Boulevard from "R-9 Residential" <br /> <br />to "C-3 Commercial", be reactivated. By report dated March 25, 1974, the Planning Commission <br /> <br />recommended denial of the original request; however, as it was pointed out, petitioner withdrew <br /> <br />said request prior to the Commission's recommendation being considered by Council. Renewal of <br /> <br />this request, as stated by Mr. Martin's counsel, is predicated on the availability of <br /> <br />additional and/or correcting information. The record noted that Mrs. Leonard W. Hurrell, Sr., <br /> <br />was present on behalf of herself and several other residents of the area, in opposition to <br /> <br />the requested rezoning. Upon motion, duly seconded and unanimously carried, Council referred <br /> <br />this petition to the Planning Commission for its further consideration and recommendation. <br />
