00

TUESDAY

AUGUST 13, 1974

Upon motion, duly seconded and unanimously carried, Council appointed Mrs. Virgia B. Hobson,

Mrs. Betty M. Ragsdale, and Mr. Richard P. Gravely, Jr., as member-representatives from the

City of Martinsville on (and to) the Henry County-Martinsville Bicentennial Commission,

meanwhile concurring in Mayor West's suggestion that the Commission (consisting of six

appointees from Henry County and the City's three appointees), along with the Mayor and

Mr. Melvin W. Brown, Chairman of the Henry County Board of Supervisors, convene in the

Council Chamber immediately prior to Council's next regular meeting (August 27, 1974) for

the purpose of organizing itself.

Public Works Director-Assistant City Manager George W. Brown, Chairman of the CBD Study

Commission, informed Council that options and/or option agreements have been obtained for

the purchase by the Martinsville Redevelopment & Housing Authority, which the Council

constitutes, from the owners of fifteen parcels (of a total of nineteen parcels) of property

within the first-phase segment of the downtown renewal program and, in conjunction with a

Parking Study and Traffic Study (copies of which were presented to Council), urged proceeding

with the acquisition of said property. Council continued this matter for study in Executive

Session, meanwhile commending Mr. Brown and the Commission (Councilman W. Donald Hartford,

William D. Hobson, and Morton W. Lester) for its outstanding efforts and progress in this

project.

Upon motion, duly seconded and unanimously carried, Council appointed Mrs. James W.

(Betsy M.) Haskins to the Anchor Commission for the unexpired term of Dr. N. Grant Tubbs,

resigned.

City Manager Noland presented a "Report of Actual Use" pertaining to Federal Revenue-Sharing

funds received and expended as of June 30, 1974, which report must be published and filed

with the Federal Government by September 1, 1974.
