<br />296 <br /> <br />TUESDAY <br /> <br />JULY 23, 1974 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held Tuesday, July 23, 1974, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P. M., all members--with the exception of <br /> <br />Councilman W. Donald Hartford, who was out of town--being present, viz., Francis T. West, <br /> <br />Mayor; Harry L. Boaz, Vice Mayor; William D. Hobson; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held July 9, 1974. <br /> <br />Preceding the regular order of business and the consideration thereof, Mayor West referred <br /> <br />to two separate incidents which occurred July 20th at or near the intersection of Memorial <br /> <br />Boulevard North and Fayette Street in which, reportedly, a small group of male young people <br /> <br />fired bullets into an occupied car on Memorial Boulevard North and, also, robbed and <br /> <br />inflicted physical injury upon an occupant of another motor vehicle on Memorial Boulevard <br /> <br />North, both near or at said intersection. }1ayor West also referred to an incident recently <br /> <br />occurring at the Dairy Queen (see Council minutes of May 28, 1974) and depicted all three <br /> <br />incidents as deplorable, especially--as Police Chief F. A. Gard, Sr., pointed out--inasmuch <br /> <br />as the identities of these young people are known but, so far, evidence to support arrests <br /> <br />and charges is unobtainable. Meanwhile, following the Police Chief's comments as to <br /> <br />enforcement procedures currently being taken by the Police Department, Mayor West appealed <br /> <br />to responsible citizens for every assistance toward eliminating and preventing any future <br /> <br />such incidents, that the populace might enjoy freedom from fear of such gangsterism and <br /> <br />rowdyism. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a petition <br /> <br />filed June 12, 1973 by Logan Gray, Inc., requesting the rezoning to "P-2 Professional" of <br /> <br />its property located at 100 Starling Avenue.
