<br />28 <br /> <br />TUESDAY <br /> <br />JUNE 25, 1974 <br /> <br />,.- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Francis T. West presiding, was held Tuesday, June 25, 1974, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., Francis T. West, Mayor; <br /> <br />Harry L. Boaz, Vice Mayor; W. Donald Hartford; William D. Hobson and Morton W. Lester. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular meeting held <br /> <br />June 11, 1974. <br /> <br />Pursuant to duly-advertised public notice, Council conducted jointly with the Planning <br /> <br />Commission a public hearing on an application for a Special-Use Permit, filed May 14, 1974 <br /> <br />by the Anchor Commission, which would allow the operation of probation home for girls at <br /> <br />312 Brown Street, the former S. Arthur Hooker residence. Speaking for the Anchor Commission, <br /> <br />the Honorable J. English Ford, Judge of the 21st District J&DR Court, informed Council <br /> <br />that an option held by the Anchor Commission--to purchase the Hooker property--expires <br /> <br />June 26, 1974; that the required fifty per cent local share of the purchase cost is already <br /> <br />on hand; and, further, that the locality will be expected to assume one-third of the cost <br /> <br />of staff salaries once the probation home is in operation. There being no objections <br /> <br />registered toward the project, and in acceptance of the Planning Commission's recommendation <br /> <br />(i.e., that the application be approved), Council unanimously granted said Special-Use Permit. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on the petition <br /> <br />filed April 10, 1973 by Mr. Frank D. Hairston of Frank D. Hairston Construction Company, <br /> <br />requesting the rezoning to "C-3 Commercialll certain property between West Fayette Street and <br /> <br />Memorial Boulevard North. In acceptance of the Planning Commission's recommendation that the <br /> <br />petition be granted and that additional properties be included for "C-3" zoning,. and there <br />
