<br />276 <br /> <br />TUESDAY <br /> <br />MAY 28, 1974 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held Tuesday, May 28, 1974, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P. M., all members being present, viz., <br /> <br />Francis T. West, Mayor; Harry L. Boaz, Vice Mayor; W. Donald Hartford; William D. Hobson; <br /> <br />and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held May 14, 1974. <br /> <br />Before beginning its regular order of business, Council received from Mayor West certain <br /> <br />comments concerning a disturbance at the Dairy Queen, on North Memorial Boulevard, on <br /> <br />Monday evening, May 27, 1974, and the subsequent gathering of persons at both the Police <br /> <br />Department Headquarters and Memorial Hospital. Mayor West solicited the assistance of <br /> <br />parents and citizens in order to help avoid any repetition of any such occurrence and, <br /> <br />also, informed the citizenry that the City government in the future will take such steps <br /> <br />as may be necessary to prevent crowds from gathering where there may be potentially a <br /> <br />riotous situation. <br /> <br />Pursuant to duly-advertised public notice, Council conducted with the Planning Commission a <br /> <br />joint public hearing on an application filed by the Martinsville Volunteer Fire Company for <br /> <br />a special-use permit to allow conduct by this organization of its 1974 Firemen's Bazaar <br /> <br />at a site ("Liberty Heights") off Liberty Street. There being no objections registered <br /> <br />by anyone to this proposal, and in acceptance of the Planning Commissions's recommendations <br /> <br />thereon, Council unanimously granted such permit for such purpose for the years 1974 through <br /> <br />1978, subject to review each year by Council prior to the conduct of each annual bazaar and, <br /> <br />also, subject to the level of self-discipline and operation maintained in the past. <br />
