<br />27 <br /> <br />TUESDAY <br /> <br />MAY 28, 1974 <br /> <br />In connection with petition dated February 25, 1974 and filed by Evelyn H. Stone, Trustee, <br /> <br />requesting the rezoning from "M-3 Industrial" to "R-6 Residential" of that portion of <br /> <br />petitioner's 78-acre tract which lies on the west side of Rives Road Extended, the <br /> <br />Planning Commission recommended that the entire tract be rezoned to "R-9 Residential"; <br /> <br />however, Mr. John W. Holmes and Mr. Roy Stone, representatives of petitioner, urged that <br /> <br />Council rezone to "R-9" only that portion requested rezoned. Council suggested that these <br /> <br />agents present their requests at a duly-advertised public hearing on this matter which Council <br /> <br />scheduled for its regular meeting to be held Tuesday, June 25, 1974. <br /> <br />Council acknowledged receipt of a communication from the Planning Commission, indicating <br /> <br />the Commission's willingness to join with Council in a duly-advertised public hearing on <br /> <br />recent petition of the Anchor Commission applying for a Special-Use Permit to allow <br /> <br />operation of a girl's probation home at 312 Brown Street. <br /> <br />,- <br /> <br />By letter dated May 28, 1974 and, also, in person, Messrs. James L. Lavinder, H. F. Haymore, <br /> <br />and William R. Windle presented their resignations as members of the City's five-member <br /> <br />Welfare Board, indicating that when these gentlemen accepted membership (last year) on said <br /> <br />Board they did so with certain objectives in mind; however, they have since found that the <br /> <br />Board does not have the authority to carry out most of these objectives and (that) little <br /> <br />can be accomplished by their remaining members of the Board. Thus, they asked that they be <br /> <br />replaced by June 30, 1974. With a sincere understanding of these members' position, <br /> <br />Council expressed appreciation to these members for their dedicated service, meanwhile <br /> <br />requesting City Manager Noland to place this matter on a Council agenda in the near future, <br /> <br />whereby Council might give consideration toward abandoning the Welfare Board inasmuch as <br /> <br />the Board, in its conscientious efforts to render aid to the needy as well as act in the <br /> <br />best interest of taxpayers, has been and is being thwarted to the point of frustration by <br /> <br />State-Federal bureaucratic rules and regulations. <br />
